French energy group TotalEnergies has announced the arrival of a drilling rig in Lebanon, marking the beginning of offshore oil and gas exploration. This development comes after a U.S.-brokered agreement established a maritime border between Lebanese and Israeli waters. With the country currently facing a severe economic crisis, Lebanon hopes that potential gas and oil discoveries will help alleviate its situation.
TotalEnergies is leading a consortium on the offshore project, in partnership with Italian oil group ENI and QatarEnergy. The drilling of the exploration well in Block 9 is scheduled to commence at the end of August 2023. Lebanon’s Energy Minister has expressed hopes of knowing if there will be a discovery by the end of this year.
The possible oil discoveries hold tremendous potential to improve Lebanon’s economic prospects. The country’s ongoing financial crisis, which has been exacerbated by political instability and corruption, has led to a steep decline in foreign currency reserves, soaring inflation rates, and widespread unemployment.
Furthermore, a mechanism has been established for the consortium to exploit any potential discoveries that extend south from Block 9. Israel, which has already made substantial gas finds in nearby waters, will be involved through a royalties system. It is worth noting that Lebanon, however, considers itself at war with Israel and maintains laws prohibiting contact with Israeli officials.
